I wouldn't take anything they said at seriously, except the big features: new class, artifacts, zones. And if i were to be even zones aren't final as we have seen with. Everything is subject to change, don't take anything as gospel or a promise. I would have liked talent trees as we had. however those can become a pain to balance later on, not to mention that there will always be a superior choice in terms of what path you can choose if we get talent trees with the artifacts.
If i were to make a prediction on how it will be handled it would be this: over the course of the expansion more "power" will be unlocked in your artifact of choice and that power will be gated just like the rings in by acts: I, II, III, IV, etc. It would be boring and less compelling but honestly these days learned to set my expectations rather low when it comes to how expansions develop over time.
